A recent National Post article by Franco Terrazzano highlighted a major issue many Canadians already feel firsthand: the Canada Revenue Agency (CRA) has become too complex for its own good. According to Canada’s Auditor General, the CRA gave wrong answers 83% of the time when Canadians called about general tax questions. Even when people asked about business taxes, the accuracy rate only improved to 54% — and those “accurate” answers were often incomplete. It’s no surprise when you consider that Canada’s Income Tax Act now spans more than 3,600 pages and two million words — roughly the same length as all seven Harry Potter books combined. With so many layers of deductions, credits, and exceptions, even experienced professionals find navigating it challenging.
The CRA has added over 1,000 new call centre agents in the past five years, yet performance has dropped. In 2019, 43% of calls were answered within 15 minutes; today, only 18% meet that standard. Clearly, the problem isn’t the number of employees — it’s the system itself. A complicated tax code means more confusion, slower service, and more room for costly mistakes.
The federal government’s new plan to expand automatic tax filing sounds helpful, but it doesn’t solve the root issue. If the CRA can’t consistently give correct answers to Canadians, how can taxpayers trust it to automatically file their taxes correctly? Simplification — not automation — is what Canadians need.
